I think it could be an option and it would work with or without a blouse. You seem to have made that decision really quickly though so I would just suggest looking around a little more. Keep that one in your mind if you don’t find anything you like better, I just wouldn’t want you to settle for something right away.

It’s definitely bell-shaped. I don’t think it would look very good at all with an A-line petti considering the way the tiers are gathered. 

I purchased a JSK from bodyline [L379] a few days ago, but I just realized it has a halter top instead of two straps... Are halter tops frowned upon in lolita? I'm starting to get worried about it, it's my first real lolita purchase :/

Why would a halter styled JSK be seen as any different than a JSK with two straps? You can still wear it well with a blouse and it still has the overall Lolita concept. It’s fine.

I don’t know of any reviews but I have seen it before and I can honestly say it looks a lot nicer in real life than it does in Bodyline’s stock photo.

Both, especially the JSK, look a bit questionable in Bodyline’s stock photos, but I have seen them worn on someone else and they look much nicer than they do in Bodyline’s photos.
